Independent Review of the Conservation Management Planning System

Deidre Koolen-Bourke, Raewyn Peart, Bronwyn Wilde and Tracey Turner
April 2023

It is widely acknowledged that the conservation management system is under considerable stress, in part due to the outdated nature of much of its core legislation. Also, that there are significant delays in conservation management planning across the country and considerable legal uncertainty regarding the Department’s obligations to iwi, hapū and whānau under section 4 of the Conservation Act 1987.

DOC engaged EDS to undertake an independent external review of the conservation management planning system, with the purpose of complementing and informing the Department’s own internal review and work.
