Working paper 2 addresses a variety of further matters on how we could manage our resources better:
(1) what the future could look like, and its implications for the resource management system; (2) legislative design; (3) public participation; and (4) New Zealand’s obligations under international law. Because this is a working paper, it is intended primarily as a primer for discussion and feedback; it does not offer a specific set of recommendations. We are, above all, seeking to construct a coherent framework for thinking about relevant questions, rather than driving a particular set of answers. To this end, we pose key questions throughout the paper (which are also reproduced throughout this executive summary).
